Says that Julian of Indiana as well as others in Washington in the last of Feby or the 1st day of Mch 1861. told him that Seward tried his best — brought to

bear on Lincoln all his tact — skill & power to get Mr Lincoln to modiy — or take out that Expression in his 1st inaugural wherein he L said that he would retake forts &c — L. did not do it.

Sewards friends tried to make L not make Chase one of his Secry's and Chases men tried the same. Much opposition was made against Cameron — all to no purpose.

Lincoln often modified or changed his policy — those policies which acted as means — though he never changed his policy — his purpose of saving the Union — never dodged that —
