The Way to Do It.

We think the best thing the government can do now, is to issue an order to draft a sufficient number of men to fill up all the old regiments to their maximum number immediately. This would insure more than half a million of men in a very short time, for the reason that the people would spring into the ranks of the new regiments now forming, as fast as they could be sworn in, filling them full at once. Then let the draft follow and fill up the old regiments and we should have a million fighting men in the field.
