War Office, Boston, December 18th, 1776.
Upon application to Colonel Orr, for a number of cannon, cannon-shot, and small-arms, he represents that though the materials and the furnace are in readiness, his armourers and workmen are all taken off in the late alarm. The Board of War take the liberty to suggest to your Honours the expediency of an order to the commanding officer of the Militia near Rhode-Island, for the discharge of so many of said workmen as may be necessary to improve works erected at a great puhlick expense; the Board of War being of opinion that the publick service will be more effectually prosecuted by the employment of the workmen in their several occupations than in the Militia.
