GENERAL PHILIPS' S ORDERS RELATIVE TO FLAGS OF TRUCE.

The boat from Ticonderoga, called a flag of truce, may be sent back with the persons who came in it. It is unnecessary to say more to these people than to repeat that his Excellency the Commander-in-Chief does not permit flags of truce, or any communication with the American Rebels, unless coming to implore the King' s mercy. The allowing these Rebels in this boat to return, and not made prisoners, is an instance of the clemency of his Majesty' s officers to these unfortunate people, but it is recommended to them to be careful how they venture within the posts of the Army, as they will be treated as spies.
