On motion of Mr˙ Fitzhugh, the question was put on the following:

"As delegating Members to the General Congress who are not representatives of the people of this State, is erecting or constituting a power inconsistent with, and dangerous to, the rights and liberties of the good people of this State,

"Resolved, That no person whatsoever, except a Delegate of the people in Convention, be chosen or qualified to serve in this State as a Member of the General Congress;"

And carried in the negative.
