Albany, February 27, 1776.

SIR: The above is just delivered me. I beg the direction of Congress what answer to give with respect to Governour Penn' s request, as it is a matter I dare not decide upon alone. I am, respectfully, sir, your most obedient, humble servant, PHILIP SCHUYLER.
