SIR: Before you receive this letter you will probably have seen His Majesty' s Proclamation, fixing the meeting of Parliament for the despatch of business on the 26th of next month. The situation of publick affairs, which has made so early a meeting necessary, will bring on very important business at the beginning of the session; give me leave, therefore, to submit to you that it is extremely
